This is the Williamsbridge Oval Recreation Center in the Bronx in 2012, fenced off from the public because (although you can't see them) people are inside renovating the building, the wiring, the plumbing, etc, with the result that you can see in the Parks Department gallery on this page.

The refurbished facility opened November 23, 2013. It was a 5.2 million dollar project that included a new roof, façade upgrades, new windows, refurbished interior bathrooms and two new exterior bathrooms open to the public. Plus a new HVAC (heating, ventilating, and air conditioning) system, an upgraded resource center with 8 PCs, a new fitness center with 28 pieces of cardio and strength equipment; lighting and painting throughout the facility, new locker rooms, new doors, new tile, cork, and rubberized flooring.

The Parks Department notes that a total of 14.3 million dollars of work was done on Oval Park in the five years between 2008 and 2013, including a new playground with with spray shower and other water features, a basketball court complex with two full-sized courts; tennis courts, a synthetic turf field for soccer and football, a new surface for the running track, bleachers, benches, and extensive landscaping throughout the park.
